Herman Hollerith was likely the person you're looking for. He invented and was awarded patents for a series of machines that used punched holes for a method of recording data. The true ancestor of our punch cards we think of today such as the IBM type 80.

Herman Hollerith invented the punch card machine which was used in the 1890 US census. He was the founder of Tabulating Machine Company which eventually merged and renamed as IBM.
