Claudius Templesmith is the legendary announcer in the arenas of The Hunger Games.

Claudius is described to have a large, booming voice and a sense of superiority. During the 74th Hunger Games, Claudius, for the first time, spoke in a panicked voice, as Katniss and Peeta faced the capitol with suicide. Claudius usually announces invitations to feasts, and always ends his sentences with "and may the odds be ever in your favour!" (the Hunger Games slogan).

In The Hunger Games Claudius announces the new rule which says that both tributes from the same District can be winners if they survive. He also brings news of the feast that has the medicine Katniss needs to save Peeta. Later after Cato dies he announces that the earlier announcement of the new rule has been revoked. Then when Katniss does the stunt with the berries he announces that both can win after all.
