It was Barnard Bee. He was a Confederate Brigadier General during the American Civil War, from South Carolina, most famous for giving "Stonewall" Jackson his nickname.
Bee and Jackson were both commanding Confederate brigades at the first big battle of the war, the First Battle of Bull Run (or Manassas). For most of the day things were not going well for the Rebels. Jackson marched his men to the sound of the guns and formed them on a hillside behind the disorganized, slowly retreating Rebels. There they formed a solid line, upon which other units could rally.
Bee said "There is Jackson, standing like a stone wall." Whether he said this to try to rally his men at this sight of unflinching steadfastness, or whether he said it out of exasperation because Jackson had not come down the hill and pitched in, nobody got a chance to ask him, because the next instant he took a bullet through the brain.

But Southerners prefer to think that it was meant as a compliment to Jackson's stout defence of his position, and Bee is supposed to have added "Rally behind the Virginians!" As Bee was mortally wounded later that day, no-one was able to ask him which version was correct.
