It depends. In a Muslim country, mosques are usually owned by individuals or by the government. The owners hire an imam, an Islamic scholar, to lead the prayer, and pay others to do the physical maintenance.

In a non-Muslim country, mosques are more likely to be owned by a Muslim congregation. A board of directors, selected by the congregation, makes the decisions regarding the mosque. The mosque organization may hire a professional imam (the person who leads the prayer), or the imam may be a member of the organization who has the knowledge and time to provide the service. Very often, this role is shared by several individuals.
