COB stands for "Chief of the Boat", and is the senior enlisted member aboard an active commissioned submarine in the U.S. Navy, regardless of rank.

The position aboard a submarine is equivalent to a ship or shore Command Master Chief; however, the COB can be a Senior Chief (or a Chief in rare circumstances). Typically if the COB is not a Master Chief, he is very close to becoming one, or at least has many years at the Senior Chief position.
