The problem with communism is that it is far too idealistic for humanity to properly run a government in such a way. Communism assumes that all people work together to create a better nation, but some individuals will inherently attempt to have a better life for themselves by cheating the communist system. Without the competition of capitalism, crime will not really decrease, it will just become impossible to control. No one person is responsible for the flaws of communism, the ideal is just too unrealistic for pure communism to ever exist
