When Dragon Ball Z come out it was quite popular but Naruto is 3rd on world top list. Naruto is more popular. Dragon Ball Z is 4385 on World top list.

Since they both exist in fictional alternate universes, it would be hard to determine. It would be likely, however, to be Goku since by the end of Dragon Ball Z's run it was stated that he could destroy a planet if he desired to.

Kyuubi was a threat to the world. They didn't say Naruto was. Goku could destroy at LEAST a Solar System by the end of Dragon Ball Z. He was way stronger than Super Perfect Cell, who was stated to be able to destroy the Solar System with his Kamehameha.
