The narrator is really never fully identified, it is a voice that tells the story and interjects bits and pieces as you go along. The book was supposedly written by Bilbo Baggins and JRR Tolkien 'translated' it.

if you mean the opening narration in the first movie, that was Cate Blanchett, as Galadriel but the books are from third person narrative, and their focus shifts from Frodo/Sam to Legolas/Aragorn/Gimli and also Merry and Pippin

Although the books are written in the third person (J.R.R. Tolkien is the narrator), it is generally conceded that the books are supposed to be based on writings from Bilbo, Frodo and Samwise. The writings were begun in "There and Back: A Hobbit's Holiday" by Bilbo, and were given to Frodo to continue the Hobbits' story about their part in the War of the Ring. When he leaves for the White Havens, Frodo gives the book to Sam to continue the story of the Hobbits in the Shire.
