I woul have to say that charizard is because it is also flying type but it varies. there is no real best starter. its just who you think is the best for you.plus the best starter is one with full atk full def full sp.atk full sp.def and full speed at lv 100!

∙ 10y agoGenerally when developing a new pokemon game, Gamefreak attempts to make choosing a starter as fair as possible by making each one equally as powerful. None of the starters are truly and stronger than each other, and simply the strength of the pokemon should not be the only factor to consider when choosing one. Any starter can be a powerful addition to your team, if given enough training!

If you just play Pokemon for fun and don't care about strategy, chose Emboar
If you are a starter and not really sure about Pokemon or want an all-arounder, choose Samurott
If you are an expert and prepared for the long journey of training, choose Serperior.

∙ 14y agoI would have to say that squirtle is the best starter. I have used him since I had my leaf green and now he's a lvl 100 Blastoise and he can whoop any body butt.
