While the priest or deacon witness the matrimony, in the Western Church (i.e. Roman Catholics), the minister of the Sacrament of marriage is the couple themselves. They do so by their mutual consent.

In the East however, due to the different development of the theology of matrimony, the presiding priest or bishop is the minister of the sacrament.

Especially in Eastern Orthodox churches marriage is treated as a sacred matrimony or sacred mystery, and as an ordination. Among Eastern Orthodox Churches it is of prevailing thought that those marrying do not believe to act as the mediators of sacramental aspect at the same time. Rather, the marriage is conferred by the action of the Holy Spirit acting through the priest. Furthermore, no one besides a bishop or priest may perform the Sacred Mystery.

The ministers of Matrimony are the man and woman themselves. They "marry" each other. The priest is just the Church's official witness, and he pronounces the nuptial blessing. This is why a couple can get married, with permission, before a protestant minister, or even with no witnesses or Church permission if they are stuck on a desert island and there is no one around.

There are several ministers of different sacraments. Some can only be given by the bishop or a higher authority while some can be given be priests. Here's a basic list:

Priests can administer the sacraments of: Baptism, Reconciliation, Marriage, First Holy communion, and Confirmation.

The Bishop or a higher authority are the only ones who can administer Holy Orders
