In the manga, the sailor scouts are given false memories of the past so that they THINK that Sailor Venus is the moon princess. Sailor Venus even gets the crescent moon on her forehead. But she was only acting as a decoy so that Sailor Moon (the real princess) wouldn't be targeted by the enemy,but Venus did not know Susagi is the moon princess.
During the battle in Tokyo Tower where Darien gets hurt/abducted, Sailor Moon cries and the crystal appears. Then she turns into the princess, and Sailor Venus turns back into a regular scout.
