I would say Shang Tsung just because he has so many combo possibilities and he can morph into anyone and do some serious damage with simple combos. So if you know basic juggle combos of the more popular characters that people use, then I'd recommend mastering Shang Tsung.
Now if you weren't referring to the Mortal Kombat video game, but just Mortal Kombat in general, I'd say Raiden or Shao Khan since they are both are considered to be "Gods".
