No. Bizzaro can be a nuisance & antagonist but he can't be described as an "arch-enemy", certainly not in the same manner as Lex Luthor or Darkseid.
TV Tropes I believe list the Thinker as the arch-enemy of the 1940's Flash, Gorilla Grodd as the arch-enemy of the Silver Age Flash, Professor Zoom as the arch-enemy of the Flash in the Bronze Age, then Vandal Savage, Abra Kadabra, Captain Cold and Zoom II as arch-enemies of Wally West at one point or another. His arch-enemy is usually considered to be Cold or Professor Zoom though.
