THe President or governor and the party leaders in the legislature have the most influence. Every citizen can write letters , send telegrams or make telephone calls and these colectively have a great deal of influence. Giving a lot of money to campaigns can also buy some influence, depending on the amount of money and the circumstances.

Multiple groups and individuals may have influence over the legislature, including elected officials, lobby groups, interest groups, political parties, and constituents. Elected officials hold significant influence as they make up the legislature itself and introduce and vote on legislation. Lobby groups and interest groups can exert influence through financial contributions, lobbying efforts, and public advocacy campaigns. Political parties may also have influence as they organize members and support certain legislative agendas. Finally, constituents can influence legislators through public opinion, protests, and grassroots activism.
