France regained Louisiana from the Spanish, because Napoleon annex them. Thomas Jefferson (T.J.) heard of it and freaked ....Spain we could handle if they got uppity.....Napoleon (France) we wanted none of and they closed the port of New Orleans to American Commerce (1802)....so T.J. sent Monroe and Livingston to Paris to purchase in 1802....Napoleon sold cause he was hard up for money.
