It was first in the lake, and later in the Gringotts.
The goblin did take it, but it was still magically bound to the Sorting Hat, so the Hat could give it to Neville.

∙ 13y agoNo, he bought it. Its just that goblins dont like to see things being passed down through generations, as they belive that once the ones who pay for it die, they should have it back. So, from a wizards veiw, No, but a goblin would say yes.
