People too stupid to realize that the next election was in less than a year, so instead of risking their necks, they could just work against his re-election and see if that worked. If it didn't, *then* would be the time to move on him.

He inconvenienced the Russians with his Berlin Airlift, and by forcing them to stop using Cuba as a base for nuclear weapons.

He inconvenienced the Cubans by stupidly invading them while withholding the air support that success would require, thus causing a good many anti-Castro effectives to be killed or captured without accomplishing anything against Castro. He authorized several coup attempts on Castro; suspiciously enough, all were harebrained enough not to work. No "hire an angry Cuban expatriate (or a constant stream until success was achieved) and hand him a sniper rifle and getaway plans". No, we are talking about "poison in his Scuba gear, exploding cigar", that sort of thing. Clearly, he did not actually want his fellow leftist in Cuba to actually be harmed.

But both the Russians and the Cubans were most unlikely to stick their necks in a nuclear noose by such a conspiracy. Castro was bright enough to realize the next President might not be a closet supporter. And the Russians knew that no Presidential replacement would be any less anti-Russian.
