I don't know if you are looking for any specific person, but if your question is why should you leave the shower curtain on the inside of the tub, the answer is simple. If you leave the shower curtain on the outside of the tub and take a shower, the water that runs down the curtain will be on the floor outside of the tub and you will have a mess to clean up. But if the curtain is on the inside of the tub, the water just runs out of the tub and thee is no mess to clean up.

When you are taking a shower it goes inside. And when you are not taking a shower, if the bottom of it is not wet it can go outside of the bathtub. But if it is wet on the bottom, then leave it inside the bathtub.

A shower curtain is for decor and hung on the outside of the bathtub/shower. Whereas a shower curtain liner is hung on the inside of the tub/shower to protect the shower curtain. In simpler terms...SHOWER CURTAIN: gets to hang and look pretty and be dry. SHOWER CURTAIN LINER: protects shower curtain from getting wet because it's the one getting wet!

A shower curtain is something that you hang in your bathtub or shower enclosure, to keep the water from getting all over the floor, when you shower. A plastic shower curtain is a shower curtain made from plastic. I think most of them are made from vinyl, actually.

The downward movement of the water in the shower creates downward movement in the air inside the shower area. Air flow causes low pressure and so the air pressure from outside the shower area is able to push the curtain inwards.
The flow of water from the shower creates a low-pressure area inside the shower stall, causing the shower curtain to be drawn inward due to the difference in pressure between the inside and outside of the shower. This phenomenon is called the Bernoulli principle, where higher speed of a fluid (in this case, the water spray) results in lower pressure.
The only thing I can think of is, if you have a shower curtain, you are letting the curtain hang over the outside of the tub. Water hits the curtain and drips down onto the floor, causing your bathroom to flood. If this is what is happening, just put the curtain on the inside of the tub. :)
Most shower curtains cover tubs that are 14 inches wide. The shower curtain should be where the tub "ends" and should be hung 7-8 inches from the ceiling.
It is personal preference. Most are probably inside the tub, but for taller people or if the shower head is above the wall of the shower, it may want to be higher.
