The United States Constitution and the individual States. The Constitution by way of incorporation requires that the states allow any citizen aged 18 or over regardless of race or gender be allowed to vote (14th and 19th amendments). Outside of this the states are to set their own requirements. States can choose whether or not to require photo ID and how the ballots are tabulated, etc.
