In reality, most Historians state that the Treaty of Versailles' declaration that Germany was At Fault for WW1 as a gross injustice.

Practically speaking, all the major combatants (Germany, Britain, France, Austo-Hugary, Russia) bear considerably fault for WW1. The political and economic competition over the preceding several decades led to a climate where some form of war was almost inevitable. European powers had gotten used to playing war brinkmanship, and it was only a matter of time before a slight miscalculation on one side brought a conflict into being.

Thus, it can be said that the fault really lies in the political climate and attitudes of European governments during the late 1800s and early 1900s. No one party is really much more at fault than any other.
