For the elite 4 you need: A good electric pokemon (Probably Pikachu, Riachu or Zapdos), A good psychic pokemon (Probably Kadabra or Alakazam), A good water or grass pokemon (Blastoise is good, as would be Venasaur) and a good ice pokemon (Articuno is good, as are Dewgong and Lapras). If it is your first time and blastoise was your starter, moltres or Arcanine will be useful for your rival

I'm not sure about the best, I'd say that is a personal preference. But I'd say the most powerful ones are the legendary Zapdos, Moltres and Articuno. But you can have others like Blastoise, Charizard, Venasaur the 3 starters. Then Alakazam, Gengar, Snorlax, Arcanine, Magmar, Machamp, Hitmonchan, Hitmonlee, Dragonite, Aerodactyle, can basically be some of the most powerful. Hope that helps a little.
