When Jesus said "It is finished." he meant that his work on the earth was done and that he was ready to go back to heaven to be with his father.
He said this when he was on the cross and these were his last words.
Each of the gospels has Jesus utter different parting words just as he dies. In Matthew and Mark, Jesus utters "My God, My God, why hast thou forsaken me," and then gives up the ghost.
