Anyone can touch the outside of a Torah or its handles. But no one can touch the actual text on the parchment, because touching could damage it by smearing the ink.

The Talmud forbids touching the Torah-parchment directly (Talmud, Shabbat 14a), as a matter of respect and in order not to damage the letters. Instead, in order to point to words while reading the Torah, they use a silver pointer called a Yad.
