One big reason may have been the fact that Aaron was the older brother, and was already dead by the time Moses was ready for succession. A better question might be: Why Joshua and not either one of Moses' sons ?

Most of the book is presented as a speech given by Moses to the Israelites at the end of their wanderings in the Desert. Joshua is mentioned as Moses' designated successor (and since moses dies before the final verses, the final verses cannot be considered part of Moses' speech).
In verse 13 God has told Moses he is about to die. In verses 16 and 17 Moses asks God to appoint a new leader for the Hebrews. In verses 18 to 21 God tells Moses to declare Joshua as his successor.
