Vladimir Putin was the President of Russia in 2003.

Vladimir Putin has served as either the President or Prime Minister of Russia since 1999, and is widely considered the most powerful man in Russia. Formerly a Lieutenant Colonel in the KGB, Putin eventually became the Director of the Federal Security Service in 1998. Boris Yeltsin, the first President of Russia, temporarily appointed Putin the post of Prime Minister on 1999 August 9. However, on December 31 of that year, Yeltsin unexpectedly resigned, making Putin the Acting President.

Due to the timing of Yeltsin's resignation, Putin was able to win elections in 2000 March, and officially became the second President of Russia on 2000 May 7. He won re-election in 2004, but was constitutionally forbidden from seeking an immediate third term in 2008. Dmitry Medvedev became the President from 2008 May 7 to 2012 May 7, while Putin was made the Prime Minister. Putin ran again for president in 2012 and was re-elected for an extended 6-year term, in turn making Medvedev the Prime Minister.

There was none. Alexander Lukashenko was the first President of Belarus after the constitution was passed in 1994, after Belarus' independence from the USSR in 1991.
