Dr. David Livingstone, of Blantyre, Scotland, was the first white man to discover " Mosi-oa-Tunya" - Shona or Bemba for the 'Waters that thunder' in 1855. He named them Victoria Falls in honour of his Queen.
Victoria Falls has been there a very long time, several millions of years judging by the geology of the river valley. The first man that saw it was probably a very primitive man, like Australopithecus, not like a modern human at all. Perhaps you mean who was the first WHITE man to see it. That was an explorer called David Livingstone.

Livingstone did not discover the so-called Victoria Falls. He was simply the first white man to see them. The Zambians, Zimbabweans, the Khoi, the San and other Africans had always known about them. The name of this place is actually Mosi-oa-Tunya which means "The smoke that thunders".
One could say that Victoria Falls has always been a wonder - since humankind first laid eyes on it. The complication in this question is that there is no official list of wonders. Instead, there are many lists, compiled by many sources along many different themes, of which Victoria Falls is included in some, but not others. We should appreciate Victoria Falls for the natural wonder that it is - the widest continuously falling sheet of water in the world.
The Scottish explorer Dr. David Livingstone discovered the area in the late 1850's during which time he was also the first white man to find Victoria Falls.
It isn't easy to say who was the founder of Victoria, Melbourne. However the Aboriginals were here in Victoria first but the first white man to discover was John Batman and he brought along with him, the 'Batman Treaty.'
