I understand it was Richard Cromwell (4 October 1626 -12 July 1712), the third son of Oliver Cromwell. Whilst he only ruled as Lord Protector of England for less than 9 months between 3 September 1658 until 25 May 1659, he lived longer than other rulers/monarchs and, therefore, "was" the oldest ruler but, was not ruling for many years before his death. Possibly the question to my answer should be, 'Which ruler of England lived the longest?'
