I understand it was Richard Cromwell (4 October 1626 -12 July 1712), the third son of Oliver Cromwell. Whilst he only ruled as Lord Protector of England for less than 9 months between 3 September 1658 until 25 May 1659, he lived longer than other rulers/monarchs and, therefore, "was" the oldest ruler but, was not ruling for many years before his death.
