Basically this system was started or engineered first by the military for battlefield usage. Later, civilian usage came on the table and this is what you have now. Military specs can measure an object's location to less than a foot. Civilian applications only go down to a few yards.

2nd Answer:

The GPS concept was invented by Roger L. Easton, and later became of interest to the US Air Force, who eventually put up the satellites to make the GPS system work.

Civilian handheld GPS receivers, contrary to the first answer, can measure a position on the Earth's surface down to a couple inches. (Of course, not all do . . . but even the car GPS units like Tom-Tom can position you to within 3 or 4 feet.

GPS was created by Ivan Getting and Roger Easton along with Bradford Parkinson. The systems cost about 12 million dollars in their early stages.
