Answer above is wrong. Silver Surfer has beaten Hulk far to many times. Hulk only ever beat Surfer when he didn't have the power cosmic and Silver Surfer was being distracted and was thanking Hulk. Hulk then bashed him into the ground. Silver Surfer came out fine.

The Silver Surfer. I can recall only one time that the Hulk had the Surfer beat during WWH, but SS was de-powered and under the influence of an obedience disk. Under normal circumstances, the Hulk really doesn't stand a chance. This is a close one but after a lot of research I believe that Sliver Surfer, Thor, Sentry, and The Hulk are the most powerful marvel comic book characters. In World War Hulk Hulk defeated Sentry so Sentry is out. Hulk also defeated Thor so it comes between Sliver Surfer and The Hulk. I personally thing the Hulk would win but Sliver Surfer is really powerful and it would be a really close fight.

After quite a bit of research, I think it comes between Hulk, Thor, Sliver Surfer and Sentry. Hulk has defeated Sentry in World War Hulk and he has beaten Thor on Several occasions so it comes between The Sliver Surfer and the Hulk. Personally I think The Hulk will probably win since he has unlimited strength and a healing factor said to be even faster than Wolverine's. The Sliver Surfer is also really powerful however and I think it will be a really close fight but if they ever did fight Marvel would probably make Hulk win since he is more popular. I also think that they fought in World War Hulk and hulk won. -Though I think that The Hulk is the strongest, if you are going to answer this question and include The Sentry and Silver Surfer who have sketchy backgrounds in terms of being "Heroes" you cannot leave out Juggernaut who many believe is the strongest. -In terms of actual Heroes, I would say the Hulk hands down.
