Ephesians was most likely written by Timothy under Paul's authority, and was intended to preserve the apostle's legacy in the face of his possible imminent death after imprisonment. Ephesians was a general letter, or an encyclical, to be delivered to a broad range of primarily Gentile churches, just like 1 Peter and James.

We do not know who wrote the Epistle to the Ephesians but it was written as if by the Apostle Paul, in order to enhance the credibility of the message the book contained. As it was written long after the death of Paul, Ephesians could not have been written to the Ephesians, but was instead an encyclical to all Christians. Paul did not write encyclicals so if the message was to be passed off in his name, it also had to be written in the form of an epistle. Our earliest manuscripts do not have the opening address to the Ephesians, so this was added later.
