He didn't, Boublil and Schonberg did (and Kretzmer). People sometimes thing Andrew Lloyd Webber did because he has written most modern successful musicals, and his most successful musicals (e.g. Phantom) came out around that time (Phantom came out in 1986, Les Mis in 1985)
