I'm pretty sure all expeditions came equipped with rear air ride suspension. meaning that there is a malfunction with the air suspension. could be anything with it including: switch is turned off, level sensor failed, air lines or air bags leaking, air pump failure, blown fuse.
The kick plate is at your feet on the right side of the vehicle. You will need to take off the scuff guard, the flat horizontal piece on the right of seat on the floor. Just pry it off carefully. There are no screws. Then pull the door seal away from the lower front portion of the door and pull the plate out. Again, it has no screws so you will just carefully pry it out.

Does yours have air suspension on it. You may have a leak causing it to sit lower when you are not running. Ford Expeditions with air suspension is designed to lower when parked for easier access.
It is not safe to drive a Ford Expedition with a broken lower trailing bar because it can snap the drive-shaft mount.
