there are two possibilities. in both the outside temp is (very) low and:
1. your thermostat is stuck on open.
2. you have no thermostat.
In both situations the car will eventually warm up rather slow and temperature will decrease proportionally with increasing the speed.

sounds like you need a thermostat... the one you have is stuck open which does not allow vehicle to reach operating temp... inexpensive fix
