As the hair dryer are made out of plastic they don't conduct electricity so the earth wire (required to make it safe and not let you be electrocuted) is not needed

Appliances like TV uses DC operating voltage , which is provided by steping down transformer and rectifier. Since the major electrical parts containing DC circuit, there is no use of having earthing connection. The only components uses AC is the s/w, fuse, transformer and rectifier. That is why it is safe to use without earth wire.

it depends on user to put the earth wire........also sometimes circumstances may not allow to connect a earth wire because ground must be dig for that & some appliances may also have less voltage current & so there might be no need for earthing

In the US, such items are said to be "double insulated" and must pass strict testing to be sure live conductors or metal parts which could become live cannot become exposed.

The manufactures of the hair dryer have not been legislated to install a ground plug on the dryer. They will not do it on their own as it would add an additional cost of ten cents to each unit.
