In many ways because he was lucky ! But that denies sheer hard work & strength of will. Napoleon has some, a few, great subordinates, Berthier, Lannes & Davout principly. But he consistantly gets the best from his men.
Napoleon, was before he was a general, was an artillary lieutenant, so his experience in war was with the Artillary... So when he got his oppratunity to lead, he used massive firepower of his artillary, unlike his enemies who ad the time didn't use.
He also introduced Mass Conscription, which made sure he always had enough troops on the field.
First & foremost Napoleon is a great General. He leads his men. He is Leadership, not in the sense of Alexander the great, but he has the will to succeed. Many Napoleonic battles are decided before a shot is fired because of excellent staff work: Ulm & Jena/ Auerstadt are good examples of this.
Napoleon conducted his empire in an powerful manner. Why did historians view his leadership as great was because not only did he begin a new style of the legal system that is still used today but he started the first french Constitution that was mimic by many other countries and he wrote it alone in one month.
You may get different answers, but in my studies of Napoleon I have concluded that he had a good understanding of the three fighting arms of land warfare; cavalry, infantry, and artillery. He knew the strengths and weaknesses of each. He used them in proper amounts, and he knew how to get the most from each. He was, after all, a career army officer, and he would have remained one if not for the power void created by the French Revolution. Unfortunately for Napoleon, his skill in war could not be compensated by a lack of diplomacy in times of peace, and he lacked the foresight to realize how unrealistic his strategies were.
People believed his promises and he gave them bread and hope. They knew that he was providing better government than the Republic or the Monarchy.

Once he proclaimed himself first consul for life & the Emperor he became de facto head of state & the Napoleonic dynasty was established. He has a golden age of military domination in Europe and is one of Historys great commanders, defeating all the continental armies that oppose him. (Austria, Russia & Prussia primarily) Eventually time catches up with the great man & he meets his Waterloo in 1815.
