This is because the water is cooling it.

As soon as the water is hot enough to form bubbles, the ballon will start melting where bubbles are formed, and ballon will soon "explode" or rather "implode".

If we keep on blowing air in a balloon , the air pressure inside is increased which causes the balloon to expand.when the balloon is fully expanded and no more space is left inside it,immediately the balloon burst... By sadia akhtar

Barring any effect of heat on the elasticity of the balloon the balloon would burst because the air inside the balloon gets heated. Hot air expands, thus the pressure inside the balloon increases when it is heated until the balloon bursts.

Boiling point of water is 100 deg celsius. But the combustion temperature for the balloon would be more than 100. Water does not allow the temperature to go beyond its boiling point ie 100. So firing is denied.

It only popps, like if you penetrate it with a needle, but if the ballon was filled with something flammable it catches fire from the candle.
