This is most likely perspiration. Perspiration occurs when excess water from the plant is evaporated by the heat or light, and is carried into the air, but since the produce is bagged, the only place the water can go is on the top of the bag, which is why the water droplets form there.

Water evaporates out of the leaves (and the water they were washed in) and then condenses against the cooler air outside the bag.

Vegetables do not create water droplets, the water droplets you see on your vegetables are from the dew.
