Water clings to the fur of animals, including dogs. Many if not most dogs don't like their fur to be wet. So they vigorously shake their bodies back and forth around their fore and aft axis of rotation.

When the dogs shake their bodies, the water on their fur is caused to move back and forth too. So that water is subjected to a force that's due to the changing direction of the water as the dog shakes. That force is called centrifugal force.

And the centrifugal force causes the water on the fur to fly outward from the dog (centrifugal actually means to flee outward). So that water sprays outward from the shaking dog because of the centrifugal force of that shaking motion.
