There could be a number of reasons why this is happening. Make sure your computer's firewall is not blocking the address to the FTP site. You can also check to make sure the security settings in IE7 are not so restrictive that they are blocking the site. Another thing that should be looked into is that the computer you are using does not have any settings turned on that will not allow file transfers over that computer.
