The ideal for an athletic competition is sometimes expressed (particularly in boxing matches) as "may the best man win". Although it applies equally well to women. The idea is that people have a certain innate amount of athletic talent, and if they really care about their sport they will they develop that talent by training, all of which reflects well upon their commitment and ability. They work hard and honestly, they develop their ability, and they become great athletes. That's what we like to see. Taking drugs, on the other hand, is a form of cheating. It does not reflect skill, training, or due concern for the athlete's heath (since anabolic steroids have serious side effects and athletes will pay a high price for their increased musculature). Drugs can enable someone who is not really a better athlete, to win a competition. Now, if all the competitors were on the same drug regimen, then nobody has an unfair advantage - although they would all suffer from the side effects of the drug, so it really would not be that good of an idea.
