An Aurora Australis or an Aurora Borealis occurs when streams of particles from the sun's solar winds hit the earth's atmosphere at an angle (as can only happen at the poles). These particles interact with the edges of the earth's magnetic field and when they collide with the gases in the ionosphere, the particles glow creating curtains of blue, green and magenta. An aurora is sometimes accompanied by a crackling sound. Both aurora appear around the polar regions. The Aurora Australis appears around Antarctica and the Aurora Borealis appears around the Arctic.
The question should be: why are they only seen nearer the Polar regions? The temperature is immaterial. They result from ionising particles radiating from the Sun, interacting with the Earth's magnetic field. Since the latter can be considered to act as a bar magnet with its poles near the rotation poles, the aurora surround only the magnetic poles hence the planet's high latitudes (North and South). They are occasionally seen further South, very rarely even as far South as Southern English latitudes, although from there only as a glow in the Northern sky.
Because Aurora Borealis a.k.a. the Northern Lights occurs near the north magnetic pole (in northern Canada and so it can only be seen from far north places like Canada. Philippines is near the equator so i doubt it.
Your best chance is to head for Alaska, it's the only U.S. State far enough north.
