The surface tension of liquid is responsible for that ,the tension at surfaces of a drop acts inwards to the center so drop tends to reduced its volume and the minimum possible volume for matter is a sphere and therefore a falling drop of liquid acquires the spherical shape.

because when you blow you blow more power in the middle and you dont blow into each spot with even power Its because of equal pressure on all sides, thus resulting in a sphere. Same way a bubble of air under water will become circular.

ANSWER: It's all about surface tension. The bubble's material isn't strong enough to stay as ashape with edges. So, it "contracts" into a less complex shape.

The outside of the bubble is liquid and it contains air. The liquid of the bubble behaves as if it has a skin, and the skin wants to contract; to reduce its size. At the same time the air inside the bubble has an air pressure trying to make the bubble larger. These two forces fight it out with each other until the final size of the bubble is agreed. There you have your bubble which is spherical if small, but a large one will sag here and there due to the force of gravity.

Air pressure to resolve to outside of the shape formation and the normal force of molecules that have a particular density to there natural structure. The shape of the sphere is a result of even pressure in three dimensions around the center of mass and the counter action of the liquids atoms to have a particular density having reached normalcy in pressure. Water absorbs gases from the atmosphere. Some of this forms the 'bubbles' you see when the water sets for some time. Water absorbs more gases at low temperatures, so when it warms up some of that gas will then form bubbles.
