3 reasons:
1) Pets which share living space with people are basically childish versions of their wild ancestors. They're bred not to mature completely, which keeps them cute, docile and dependent. It also makes them likely to treat the owner as a parent figure.
2) Cats have to be timid animals because it's so risky to be a small carnivore who hunts alone. Having people around for protection is probably reassuring.
3) There are rewards that a cat gets for staying close to its owner: warmth, petting, treats, a lap to sleep on, etc.
Cats are attracted to each other in the same way that humans are attracted to humans, birds are attracted to birds and fish are attracted to fish.

If your female cat is fixed aund another male cat is not fixed your female cat should not be attracted to the male cat but the male cat could be attracted to your female cat. ;)
