They are not actually locked as such. The locking only occurs when Protection is turned on. Having locked already set just makes it simpler when Protection is put on, rather than having to go through the individual cells to lock them then too. As long as Protection is off locking has no effect so you can work on the spreadsheet as normal. If a user wants some cells to be left so that nobody can change them, like rates of pay for staff that might be using it, locking can be implemented with Protection.
