chloroplasts make chloraphyll, which helps plants make sugar in what is called photosynthesis. less sunlight reaches those parts and there is no need for chloroplasts there.

leaves are called the food factory of the cell,the main function of the chloroplast is photosynthesis by which it makes food for the plant.The roots and stem do not have this function of making food thus the chloroplasts are less common in these parts of the plant. by harjaap singh

Because chloroplasts trap light for the plant and underground where the roots are there is no light and therefore no need for chloroplasts.
