clouds are blue, they are blue occasionally on a storm. Clouds are white for the most part, however they are usually grey when it rains and are occasionally blue and black when it rains out and occasionally white when it rains, but certain grey clouds known as altoculumus also are grey but don't produce rain; so technically it can't rain but you still see grey clouds sometimes black clouds don't produce rain or blue but this is rare, blue rain clouds are called culumus fractus, and culumus fractus produce rain. black clouds are called: Cumulonimbus during a storm and mostly produce lightning/thunder. Clouds can be seen as white because rain droplets form in the skies and with excessive drops form clouds, this has nothing to do with the suns light, the sun produces heat and doesn't form light, water droplets form light. Light has multiple colors involved, the colors are not that of the rainbow and also it's not white. White is a neutral party in rain storms, you will often see the sky turning grey, or occasionally blue/black. The sky is not made up of the rainbow rather, it's made up of a variety of colors, black, grey and white.

Depends on how much vapor it has

Another Answer:

Clouds are composed of varying densities of water vapor condensing together. The reason clouds look to be different colors during dawn and dusk is due to the fact that clouds contain water molecules that reflect the color of light they are receiving from the rising and setting sun.

Depending on where the sun is when it rises, reaches apex, and sets, the color of light that is filtered through the Earth's atmoshpere will vary. If there are clouds in the sky during these times, they will reflect the light that is currently filtered through and will appear to be a different color (usually a reddish-pink hue or even a very bright orange hue).

When the clouds look almost black (usually a very dark grey color), this is due the the high density of water molecules condensed in the cloud. This is usually a sign that it is about to rain.

Another sign that rainfall is imminent would be clouds that appear to have a blue-ish hue. This is, again, due to high concentrations of water molecules within the cloud.

Green-tinged clouds, or clouds that appear to be green in color, are the result of ice crystals within the cloud refracting light in such a way that only the green light is reflected into our eyes. These are usually signs of ice storms, hail storms, or thunderstorms (if the clouds are very deep).

The sky can have a variety of different colors at different times. Dust or water in the air can reflect the light to make the sky appear to be different colors.

Because the sky is blue, and it would be hard to tell clouds and the sky apart. Plus, because ice is white, and cloud is just suspended ice particles in mid air.
