A pure substance is completely homogeneous, meaning that it has the exact same structure throughout the sample. It has a constant chemical composition throughout the entire sample, and cannot be separated into two or more different substances through any physical or mechanical methods because it is composed completely of one type of molecule. If one were to split a pure substance in two, both pieces would behave similarly*.

A cookie is not like this. It is composed of many different kinds of molecules that have vastly differing structures. For example, nearly all cookies have both water and sugar in them. Water's chemical formula (H2O) is very different than a common sugar's chemical formula (glucose, C6H12O6). Cookies are not uniformly composed of a specific sequence or structure, so they cannot be a pure substance.

*This is not entirely true due to quantum effects that are prominent in very small particles (normally on the nano scale) but works well for bulk materials.

It is a mixture. It is a heterogenous mixture because the composition is different throughout the concrete.
