Operating rooms are kept cold simply for the comfort of the surgeon. He or she is under a lot of surgical garb and hot lights which makes the surgeon and some of the OR staff hot.

The old adage that the room is cold to prevent infection is nonsense. The immune system is much more susceptible to infection in colder environments.

If you're cold before surgery, you can try asking the staff to control the room temp at a reasonable rate but, chances are they will simply ignore you as you will most likely be anesthetized. Often they keep the patients warmed with special warming blanket devices that blow warm air onto the patients body during surgery.
