Due to the processes of plate tectonics, new oceanic crust is in a constant cycle of production and destruction. The cycle of creation to destruction occurs in roughly 200 million year intervals--not a huge span in geologic time. The ocean floor is therefore composed of basaltic rock that ranges in age from brand new to 200 million years old. Continental rock is generally a great deal older; some formations are over 4 billion years in age.
They are younger because they are located near spreading centers. At spreading centers, upwelling magma forms oceanic crust. At convergent plate boundaries, oceanic lithosphere subducts under continental lithosphere because it is more dense. The constant recycling of oceanic crust is why it is younger than continental crust.
The ocean floor is constantly recycling itself though a process called subduction by which the oldest layers of the oceanic crust, which are heavier, are driven under the lighter layers of either oceanic crust or continental crust where they descend to depths in the earth that melt them into magma. This happens at what are called subduction zones. These zones are in areas of the greatest volcanic activity, generally speaking.
In addition the ocean floor is constantly being covered by sediment from nearby lands and from the sea life in the water above. As a result, even portions of the floor not anywhere near a subduction zone will be deeply covered with sediment so any very old rocks can be thousands of feet under the sediment and not readily found.
It's because new oceanic crust is continually being created at plate boundaries; these gradually cover more distant (and therefore older) crust, so the oldest rocks in the oceanic crust is usually less than 200 million years old.

You can find all colored shards in the sea floor of Pokemon Sapphire/Ruby. Dive in the dark spots in the ocean around Sootopolis and Mossdeep. There will be slightly hard to see rocks at the bottom (kinda rare) and you press A when next to one. I don't know which rocks have which items.. All I have found are some heart scales, but keep trying, and good luck.

It really depends on how big of a piece you are talking about. A clay sized pieces of a mountains (weathered from feldspar) make up the sediments that cover the ocean floor. Dust sized pieces are often found on the ocean floor. They are produced by volcanic eruptions as in dust and ash clouds that can circle the Earth. If you are considering a car sized piece, then there are some possibilities. One is that it is rafted by an iceberg (formerly a part of glacier). And, in some rare cases, uprooted trees can carry large rocks out to sea. The rocks come loose of the roots and simply drop.

You can find rare candies by smashing rocks anywhere and also by using your dowsing rod(in your key items) and use it 2 find items in caves with roks that AREN'T breakable.
You find them at the bottom of the ocean when you use dive, but there rare, so you won't find them very often.
