If you mean firearm silencers they are not illegal "in the US." They are illegal in some states, but only a few. They are not illegal under federal law, but they do have to be registered with the ATF.
I'm glad you worded your question correctly. There is no such thing as a "silencer". People watch too many movies. A suppressor is illeagal for this very reason, law makers and uneducated peopled believe that we will have snipers hiding everywhere if we made them legal. The way they banned suppressor usage was back in the 1930's due to problems with poaching, they said that poachers were much more successful because of sound suppressors. I guess they never heard a bow fire an arrow. The funny part is that if you pay a $200 tax to the BATF you will get a form 4 allowing you to own and use one. So in the end its just another way to make money for Uncle Sam. I am not a firearms expert.
If suppressors for real guns are then most likely. since they're illegal in the US I'm guessing they are in Canada as well
It is illegal to add suppressors to airsoft guns.
While suppressors are illegal in Illinois, flash suppressors are not as they do not deaden or quiet the sound of a rifle in any way. "Sec. 24-1. Unlawful Use of Weapons" (6) Possesses any device or attachment of any kind designed, used or intended for use in silencing the report of any firearm
